FIVE DEGREES OF ENVIRONMENTAL & WILDLIFE PROTECTION… YET PLANNING SERVICE GIVES DEVELOPMENT GO-AHEAD

Cllr Cadogan EnrightCllr Cadogan Enright has expressed his grave concern that a development in an area that has five degrees of environmental protection designations has been given approval by the Planning Service. He pointed out that a perfectly acceptable site existed in the Delamont farm complex only a few hundred meters away from the Wildlife reserve being sought by the Developers. He questioned the motives of the developers in rejecting a site where good services already exit..

Cadogan Enright said “The proposed Viking Village Development at Delamont would be built on an Area of Outstanding Natural Beauty (AONB), a Ramsar Site listed under the RAMSAR Convention for the Protection of Wetlands, a Special Area of Conservation (SAC), a Special Protection Area (SPA) and an Area of Special Scientific Interest (ASSI).”

Cllr Enright said, “I cannot understand how an area that is seemingly untouchable according to environmental protection and wildlife designations can be built on according to the Planning Service. The decision to approve this development completely disregards all the hard work that went into getting this beautiful landscape the legal protection needed in order to maintain this area for future generations.”

Cllr Enright continued, “This development also fails the key elements of the Planning Strategy for Rural Northern Ireland (PSRNI) which states that in all situations its policy will be to protect important assets for the tourist industry, including scenic routes, and to prevent their damage or destruction for short term gain or exploitation. The visual impact of the Viking Village and its compound would be highly intrusive to the landscape viewed from the sea, and from the very popular public walk around Gibbs Island.”

“Most startling of all is that Councillors in Down District Council would ever consider handing over such a precious piece of local government property. Given the fiduciary responsibilities encumbant on local councillors for the proper use of public property I cannot see how councillors could vote in favour of such an application. The general public using Delamont park would never understand why an additional car park, sewerage system and entrance gate is necessary, why existing facilities cannot be shared and why we have to build on the Wildlife reserve that so many people come to Delamont to visit,” concluded Cllr Enright.

The Green Party has described new designations by the Department of Environment for Areas of Outstanding Natural Beauty (AONB) in county Down as utterly astonishing.

Green Party Downpatrick cllr Cadogan Enright said: The DOEs new designation for AONBs is seriously flawed. The AONB status of Tyrella Beach and the wildlife beach at Minerstown have been revoked, but a car park at a supermarket and take-away receive newly designated AONB status. It has left many local people perplexed to say the least.

DOE’S DESIGNATION OF ‘AREAS OF OUTSTANDING NATURAL BEAUTY’ QUESTIONED

DOWN Councillor Cadogan Enright has criticised new AONB designations on the East Down coast from the Department of the Environment.

Cadogan Enright said, “There are serious anomalies in the AONB proposal. In particular the revocation of AONB status for Tyrella’s blue flag beach and Miners town’s wildlife beach stand out as utterly astonishing. It is completely ironic that the car park at ASDA and McDonalds take-away in Downpatrick are proposed to be newly designated an AONB. This makes no sense and has left many local people perplexed”.

Cllr Enright said “The iconic view from St. John’s point back towards the Mournes ranks with the Giants causeway as the gems of the environment and a tourism magnet in NI. Withdrawing AONB status for this area will damage our growing tourist industry, one of the few sustainable industries in the area that we have direct control over.”

Lecale Friends of the Earth spokesperson Keith Bradford said “The AONB is designated by the Department based on landscape quality criteria. The fact that the boundary has been extended around Strangford Lough is an indication that the landscape is of high quality and that has to be welcomed. However we don’t understand why the area between Dundrum Bay and Tyrella and adjacent farmland has been omitted. This area has been improving since it last was designated under the old legislation.”

John Peacocke of Lecale Conservation said that “that Down District Council are introducing byelaws to manage the coast Minerstown area to protect wildlife. This area and it has been identified by them as an area suitable for the promotion of “green” tourism. The District Policing Partnership have also moved the boundaries of the PSNI’s areas of operation to enable them to police the byelaws introduced at Minerstown. It makes no sense that this are be excluded”.

Downpatrick Cllr Cadogan Enright concluded “As a public representative for the Lecale coast I am sure that I speak for an overwhelming majority of local people on this issue. The huge amount of work conducted by Down District Council to develop Minerstown as a centre for Green Tourism and the work down the years to get blue flag beach at Tyrella has created magnets of sustainable tourism development in South Down. To leave this area out of the designation is economic and environmental vandalism on the part of the Department of the Environment.”

DOWNPATRICK COUNCILLOR ATTENDS MEETINGS ON NEW PROGRAMME FOR GOVERNMENT IN REPUBLIC

Downpatrick councillor Cadogan Enright chaired weekend meetings in Tipperary between Ministers, Senators, TD’s and councillors to discuss issues around the upcoming budget in the Republic. The Green Party is currently in Government in the Republic in a coalition with the Fianna Fail party.

Cllr Enright said, “It was a great honour to be invited to chair some of the sessions over the weekend with such an important meeting. The upcoming budget and the recently re-negotiated programme for government contain many policy changes of great economic and environmental significance. It was important to let everyone have their say I was pleased as a member of the Green Party in NI to be able to be part of such an important meeting in the Republic.”

Senator Dan Boyle from Cork, and Minister for the Environment John Gormley fielded questions from elected representatives around the country on the new programme for government and clarified a number of key issues on how water rates could be structured, how a new “carbon tax” was to be introduced and what other taxes would be allayed as a result. They also dealt with the reform of local government, including directly-elected mayors.

Cllr Cadogan Enright said “There will be some important developments in the programme for people living in boarder areas like full competition between mobile phone companies or new banking arrangements for business trading on both sides of the boarder. The current phase of road building including the Belfast/Dublin and Derry/Dublin projects will continue however when completed the emphasis will be changing to public improving transport. This is an important shift in thinking, with the new west coast railway continuing to Sligo under the current phase, but proposed to continue to Donegal and Derry in the later phase potentially connecting all cities and most ports and airports in Ireland together by rail.”

“Minister Gormley is attending the upcoming Copenhagen Conference on behalf of Ireland and issues relating to this were discussed. The all-Island gas and electricity grid and our ability to inter-connect with the rest of Europe is a vital budgetary issue here. We also looked at what our strategy would be if the budget was not carried, and our approach to the subsequent election. It is likely to be a very difficult budget”, concluded Downpatrick’s Councillor Cadogan Enright.
